		<description>Until merit pay is considered for principals and other administrators, I think merit pay for teachers is just another way of saying that society does not view these very valuable resources as anything more then glorified babysitters. The fact that students don&#039;t eat on a regular basis, that their cat died the day before a test day, that their parents are going through a divorce obviously has no baring on how students preform on a test. The fact that their mom works three jobs, their dad is in jail, they have to do all the house chores and raise their siblings, obviously is not the reason kids have difficulty succeeding in the classroom.</description>

		<description>What profession loses money for non performance?  There has to be a base or how do you budget a household?  This could kill teacher families.  Either give it to them at the end or not at all.</description>
