		<description>One place our colleges could effectively save money would be in reducing remediation costs, and to do that we need to get more learning out of our K-12 years. Establishing an American Baccalaureate Certificate would be a good way to do this. Under this proposal, an American equivalent of the European Baccalaureate Certificate could be established by a joint committee of the states like the National Governors Association or the Council of Chief State Schools Officers that would entitle recipients to three free years of college in exchange for having publicly demonstrated a superior state of readiness.</description>
