		<description>Well, blame is entirely the wrong approach in any case.  And the extent to which any party feels blamed reduces their potential effectiveness.  The culture allows 20 percent of their kids to be raised in poverty.  What&#039;s up with that.  Everyone belongs to the culture, so it is everyone&#039;s responsibility to improve the kids&#039; lot.  Parents, schools, taxpayer groups, unions, everyone needs to step up.  We need to leverage each others&#039; efforts.</description>

		<description>Julia, I am not saying this with any animosity so please don&#039;t read it that way.  its too hard to tell intonation on a blog.  But, your point about assigning no blame to the schools, how much blame does go to the schools?  What about a teacher/school that produces doctors, lawyers, and engineers from students that work hard and come from spportive families, yet the same teacher also has children failing?  How much blame goes to that teacher and school?  I guess, in a nut shell what weighs more, the individual/family accountability or the school/teacher when the school/teacher produces some top students?</description>
