		<description>Applaud Governor Brown&#039;s rejection of bill that still places too much reliance on factors that can be counted within a &quot;data stream.&quot;  Inquiry, problem solving, critical/creative and reflective thought can be observed, monitored and assessed within every student who has a teacher willing to place emphasis on these 21st century capacities.  These need to be threads woven throughout the curriculum from kindergarten through graduate school and they can be observed as students grow in their proficiencies and use of them to encounter and resolve authentic problems at the core of our curriculum.
